S�o fornecidos conceitos e procedimentos da Teoria de Sistemas, as etapas do Processo de Engenharia de Sistemas, T�cnicas de Planejamento e Caracteriza��o de Sistemas, t�picos de Estrutura Organizacional, O e M e Controle. Com rela��o a tomada de decis�o no Processo de Engenharia de Sistemas, s�o apresentados conceitos, estrutura formal e exemplos de aplica��o de An�lise de Sistemas. Tratando-se de uma abordagem pr�tica, exemplos s�o fornecidos no texto, al�m do exemplo completo referente ao planejamento do Sistema Banco de Dados do Instituto de Pesquisas Espaciais. ABSTRACT: This manual demonstrates a way of applying the systems approach to Planning, Organizition and Control of Projects. Concepts and procedures of General Systems Theory, stages pf the Systems Engineering Process, Planning Techniques and the Characterization of Systems, and topics of Organizational Structure, O & M and Control are furnished. Consideration is given to decision making in the Systems Engineering Process. Concepts, formal structure and example of the use of Systems Analysis are presented. A practical approach is adopted and individual examples are furnished throughout the text. In addition, a final complete example is given of the Data Bank Systems of the Institute of Space Research.
