             abstract = "Este trabalho re{\'u}ne e sistematiza a bibliografia 
                         dispon{\'{\i}}vel sobre os programas espaciais e descreve o 
                         papel deles como instrumentos de pol{\'{\i}}tica 
                         tecnol{\'o}gica e industrial. Inicialmente examina-se o 
                         desenvolvimento de uma capacidade industrial espacial em alguns 
                         pa{\'{\i}}ses desenvolvidos, enfatizando a import{\^a}ncia dos 
                         programas e agencias espaciais e buscando identificar aspectos 
                         relevantes neste processo. Em seguida, discutem-se a natureza dos 
                         principais efeitos econ{\^o}micos que surgiram da 
                         participa{\c{c}}{\~a}o de segmentos industriais no 
                         desenvolvimento de programas espaciais desses pa{\'{\i}}ses e as 
                         caracter{\'{\i}}sticas de alguns mecanismos de difus{\~a}o de 
                         tais efeitos dentro e entre as firmas. Discutem-se tamb{\'e}m o 
                         crescente papel das 'forcas econ{\^o}micas nas atividades 
                         espaciais e as perspectivas comerciais para o setor. Ao final 
                         apresentam-se algumas conclus{\~o}es e levantam-se algumas 
                         quest{\~o}es fundamentais a serem analisadas pelo pra grama 
                         espacial brasileiro. ABSTRACT: This paper collects and 
                         systematizes the available bibliography about space programe and 
                         describes their role as technological and industrial policy toais. 
                         Initially the development of a space industry capacity in some 
                         developed countries is studied, emphasizing the importance of 
                         space programe and space agencies, in arder to identify the most 
                         relevant characteristics of this process. After this, the nature 
                         of the main economic effects that began with the participation of 
                         industrial segmenta in the deve lopment of space programe in these 
                         countries is discussed. The features of some diffusion mechanisms 
                         of these effects incide and between firme are alce considered, as 
                         well as the increasing role of the economic forces in the space 
                         activities and the commercial possibilities of the sector. At the 
                         end, some conclusions are reached and some fundamental questiono, 
                         to be studied by the Brazilian space program until the end of the 
                         century, are raised.",
